This title question is being directed at the current US administration.
The US is reading itself to go to war against Iraq in the near or
distant future mainly because President SADDAM HUSSEIN possesses weapons
of mass destruction, has used them in the past and may use them in the
future. But what is the US going to do against Dictator SASSOU-NGUESSO
of Congo-Brazzaville who, recently, purchased weapons of mass
destruction in Europe to use them to annihilate the Pool region?
Incidentally, these weapons were stocked in a formerly owned US military
base in France. About 3 months ago or where-about, a cargo containing
arms and weapons of all types purchased by Dictator SASSOU- NGUESSO
crashed in Djamena, the capital of the Republic of Chad. Here is a man
who managed to convince both the European Union (EU) and the US that he
had restored peace and stability in Congo-Brazzaville. Further, he went
on to argue that, if he were elected (reference to the kangaroo court
Presidential election of March 10, 2002), he would bring about a greater
era of peace, stability and prosperity to Congo-Brazzaville. Speaking of
prosperity let it be noted in particular that Dictator SASSOU-NGUESSO
has ruled Congo-Brazzaville a total of 17 years. During this period, he
has succeeded in engulfing Congo-Brazzaville into the deepest rungs of
economic and financial disaster (reference to a TV1 broadcast in France
on August 30, 2002)=20

On the basis of this language of peace, stability and prosperity,
coupled with drunken sailor=92s promises, the EU and the US Ambassador
(suffering from outrageous clientilism) legitimized the revolting
so-called presidential results. Given a choice between President
MUGABE=92s election results rigging method and the method used by Dictator
SASSOU-NGUESSO, one should not have a much harder time to make such a
choice. It is a no brainer situation. President MUGABE is definitely
much smarter. As Mr. Ange POUNGUI, SASSOU-NGUESSO=92s own former Prime
Minister so rightly pointed out during a recent interview with
L=92Observateur of Brazzaville No 161, July 25-31,2002, it does not take
much to win by 90% of the 10% of the participating voters when one
constitutes one=92s electoral body, sets up one=92s own electoral
commission, keeps away all the major opponents, chooses one=92s own
rivals, campaigns all alone throughout the country with public funds,
uses foreign troops to intimidate opposition voters at the voting
booths, and denies any one else access to the media.

Contrary to what putschist Dictator SASSOU-NGUESS claims and continue to
claim, he will not bring about peace and stability in Congo-Brazzaville.
He will be able to do so if the international community in general and
the US in particular allow him to use these weapons of mass destruction.
Let no one make any mistake about it. Dictator SASSOU-NGUESSO comes from
a tribal group, =93the MBOCHIS=94 who see any serious conflict, be it an
armed or an unarmed conflict, solely in terms of zero sum game. In this
tribal culture, the only way to peace is through the complete
destruction of the adversary or enemy. Here, the language of dialogue
and reconciliation is an anathema to the accepted tribal cultural norms.
In other words, Dictator SASSOU-NGUESSO will not rest until he
annihilates the Pool region, which he considers as the only and real
show-stopper of his dictatorial triumph. Earlier this year, he was ready
to do that when it darned upon his Sponsors to pose him this question:
=93What are you going to do with the large diaspora from the Pool region?=
=94
He took a step back but continued to nourish his annihilation scheme.
And now, he is getting ready to put it into real action, convinced that
he can get away with it.

There you have it. The US in particular and the international community
in general should not repeat the mistakes of the past when the NAZIS
packed the JEWS in gas chambers, or when President SADDAM HUSSEIN used
weapons of mass destruction against the Kurds. The excuse: =93We did not
know anything about it=94 will not pass this time. The blatant writing is
on the wall.

much to win by 90% of the 10% of the participating voters when one constitu=

away all the major opponents, chooses one’s own rivals, campaigns all
alone throughout the country with public funds, uses foreign troops to
intimidate opposition voters at the voting<span>=A0

ll not bring about peace and
stability in Congo-Brazzaville. He will be able to do so if the internation=
al
community in general and the </span><st1:country-region><st1:place><span =
lang=3DEN-US>US</span></st1:place></st1:country-region><span lang=3DEN-US> =
in
particular allow him to use these <b><span>weapons of mass
destruction</span></b>.<span>=A0 </span>Let no one make
any mistake about it. Dictator SASSOU-NG</span><st1:PersonName><span lang=
=3DEN-US>UE</span></st1:PersonName><span lang=3DEN-US>SSO comes from a trib=
al
group, “<b><i normal'><span italic;mso-bidi-font-style:normal'>the MB=
OCHIS</span></i></b>” who see
any serious conflict, be it an armed or an unarmed conflict, solely in term=
s of
zero sum game. In this tribal culture, the only way to peace is through the
complete destruction of the adversary or enemy. Here, the language of dialo=
gue
and reconciliation is an anathema to the accepted tribal cultural norms. In
other words, Dictator SASSOU-NG</span><st1:PersonName><span lang=3DEN-US>UE=
</span></st1:PersonName><span lang=3DEN-US>SSO will not rest until he annih=
ilates the Pool region, which he
considers as the only and real show-stopper of his dictatorial triumph. Ear=
lier
this year, he was ready to do that when it darned upon his Sponsors to pose=
him
this question: “<b><span>What are you going to do
with the large diaspora from the Pool region</span></b>?” He took a s=
tep
back but continued to nourish his annihilation scheme. And now, he is getti=
ng
ready to put it into real action, convinced that he can get away with it.</=
span></p>
<p class=3DMsoBodyText2><font size=3D3 face=3D"Times New Roman"><span lang=
=3DEN-US><o:p> </o:p></span></font></p>
